Authorizes the State Bond Commission to issue up to $25,000 in general obligation bonds to assist the City of Houston, Mississippi with repair, renovation, upgrades, and improvements to its girls softball facilities.

Creates a special "2021 City of Houston Softball Facilities Fund" within the State Treasury to receive and disburse bond proceeds, with unexpended amounts and interest earnings remaining in the fund rather than reverting to the General Fund.

Establishes that bonds may be issued at any time until July 1, 2025, with maturity dates not to exceed 25 years, bearing interest rates compliant with Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of principal and interest; any insufficient appropriated funds for debt service shall be paid from the State Treasury's general funds.

Provides that bond proceeds are used solely for project costs and issuance expenses, with remaining funds after project completion applied to debt service on the bonds.
