Authorizes issuance of up to $200,000 in state general obligation bonds to fund construction and development of a playground and related equipment at Joe Brigance Park in Houston, Mississippi

Creates the "Joe Brigance Park Playground Fund" within the State Treasury to receive and disburse bond proceeds, with the Department of Finance and Administration overseeing fund distribution

Bonds must be issued by July 1, 2025 and mature within 25 years from date of issue, with interest payable semiannually or annually

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from all state taxation

Any remaining funds after project completion or abandonment must be applied to pay debt service on the issued bonds
