Tax revenue must be kept separate from general funds and cannot be used for private property, legal fees, or salaries

Department of Revenue collects the tax and retains 3% for administrative costs before distributing the remainder to the city by the 15th of each month

Requires annual independent audits of tax receipts and expenditures, with reports submitted to city governing authorities and state legislators representing the area
