Prohibits municipalities from adopting policies that abolish police departments or significantly reduce police budgets without reallocating funds to community policing programs (unless the municipality experienced a significant revenue decrease).

Department of Revenue shall withhold 10% of sales tax revenue distributions to any municipality that implements a "defunding the police policy" until the municipality repeals or discontinues such policy.

Allows any Mississippi House or Senate member to request the Attorney General issue an opinion on whether a municipality has policies violating these provisions before monthly sales tax distributions occur.

Amends Section 27-65-75 to add the withholding mechanism for non-compliant municipalities regarding police funding policies.

Effective July 1, 2021.
