Authorizes the City of Hattiesburg City Council to waive or partially waive liens on real property for cleanup costs and penalties associated with code violations, provided specific conditions are met.

Requires the City Council to adopt a resolution finding that collection is unlikely and that waiving liens will benefit the city by facilitating property redevelopment.

Restricts applications to new or prospective owners only; the original property owner responsible for code violations and any affiliated parties are prohibited from applying.

Applicants must submit redevelopment plans, provide property appraisals or tax assessor values, and furnish purchase contracts showing the purchase price does not exceed appraised value.

Conditions precedent include completing demolition within 12 months or other redevelopment within 18 months; if conditions are not met, the owner owes principal plus 8% annual interest; selling property without approval triggers principal, 8% interest, and a $1,500 penalty.
