Requires all-terrain vehicle manufacturers to file annual reports with the Department of Revenue by March 1 listing each warranty issued for new ATVs sold to Mississippi residents by out-of-state retailers during the preceding calendar year.

Reports must include the vehicle identification number, make/model/model year, and purchaser name and address for each warranted ATV.

Authorizes the Department of Revenue to use warranty information to investigate and collect unpaid use taxes on the listed all-terrain vehicles.

Imposes penalties of $25 per failure to file a report or file a complete report, plus $25 for each warranty required to be listed but was not included.

Takes effect July 1, 2021, and grants the commissioner authority to compel manufacturer testimony and documents related to filing compliance, with court enforcement available for non-compliance.
