Reenacts and extends the repealer date for the State Board of Health and State Department of Health from July 1, 2021 to July 1, 2024, continuing the 11-member board structure and department operations

Removes the moratorium on issuing certificates of need for child/adolescent psychiatric and chemical dependency hospital beds that participate in Medicaid, allowing new construction or conversion of such beds

Requires the Department of Health to give preference for new child/adolescent psychiatric or chemical dependency beds to areas of the state without existing beds and locations more than 65 miles from existing facilities

Mandates that existing facilities with child/adolescent psychiatric or chemical dependency beds submit a plan by December 1, 2021 describing how they will help patients remain in noninstitutional settings when practical

Authorizes the Department of Health to amend the State Health Plan regarding child/adolescent psychiatric and chemical dependency beds based on 2020 census data
