Extends the repeal date of Section 31-7-14, Mississippi Code of 1972 from July 1, 2021 to July 1, 2024, which authorizes public entities to enter into energy efficiency service contracts.

Allows school districts, junior colleges, higher education institutions, public hospitals, state agencies, and governmental authorities to contract for energy efficiency equipment and services including HVAC, lighting, insulation, renewable energy, water conservation, and alternative fuel vehicles.

Permits entities to enter energy services contracts, energy performance contracts, or shared-savings contracts with prequalified providers selected through request for proposals process based on experience, qualifications, technical approach, and financial arrangements.

Establishes a 20-year maximum term for lease-purchase agreements and shared-savings contracts, with interest rates not to exceed the state's general obligation debt limit and simple payback periods not exceeding 20 years.

Requires entities entering performance or shared-savings contracts to report energy usage and consumption data to the Energy Division of the Mississippi Development Authority by March 1 and September 1 each year.
