Creates the Twenty-fourth Circuit Court District effective January 1, 2023, composed of Itawamba, Lee, Monroe, and Pontotoc Counties, which are removed from the First Circuit Court District

Reduces the First Circuit Court District from seven counties to three (Alcorn, Prentiss, and Tishomingo Counties) and from four judges to two judges

Establishes three judgeships for the new Twenty-fourth Circuit Court District, with Places One and Two requiring residence in Pontotoc or Lee County, and Place Three requiring residence in Monroe or Itawamba County

Authorizes six full-time legal assistants and three full-time criminal investigators for the new Twenty-fourth Circuit Court District

Reduces the First Circuit Court District's authorized legal assistants from nine to three, with corresponding staffing allocations shifted to the new district
