Require each school district to develop and fully implement wireless technology infrastructure serving all students in grades K-12 and staff by the 2022-2023 school year, with a two-year phase-in period beginning in 2021-2022.

Mandate districts conduct thorough needs assessments of existing network capacity and technical equipment, then issue and publicize requests for proposals within 45 days identifying district preferences, infrastructure framework, approval criteria, and technical specifications.

Require districts to submit their strategic implementation plans to the State Department of Education for approval based on established departmental guidelines for functional wireless classroom modules.

Establish eligibility criteria for state funding requiring wireless systems to provide coverage in all instructional and administrative areas, undergo validation testing, include internet content filtering with configurable policies, and implement encryption and security protections against unauthorized access.

Define "school district" to include public charter schools and their governing boards for purposes of this requirement.
