Authorizes issuance of up to $20,000 in state general obligation bonds to fund repairs and renovations at Helping Hands Food Pantry's building and facilities in Tupelo, Mississippi

Creates the "2021 Helping Hands Food Pantry Building Improvements Fund" within the State Treasury to hold and disburse bond proceeds

Funds will be disbursed through the City of Tupelo to the food pantry, at the discretion of the Department of Finance and Administration

Bonds must be issued before July 1, 2025, with a maximum maturity of 25 years from date of issue

Bonds and income from them are exempt from all Mississippi state taxation and are backed by the full faith and credit of the state
