Authorizes issuance of up to $10,000,000 in state general obligation bonds to fund construction of new facilities and relocation of the Mississippi State Veterans Home in the Jackson metropolitan area

Creates the "2021 Mississippi State Veterans Home-Jackson Construction Fund" within the State Treasury to hold bond proceeds, with funds not lapsing at fiscal year end

Bonds may not be issued after July 1, 2025, and must mature within 25 years from date of issue

Full faith and credit of the State of Mississippi is pledged for bond repayment; if appropriated funds are insufficient, the State Treasurer must pay from available Treasury funds

Bonds and income from bonds are exempt from all state taxation and qualify as legal investments for trustees, fiduciaries, savings banks, trust companies, and insurance companies
