Authorizes issuance of state general obligation bonds up to $2,000,000 to assist Alcorn County, Mississippi with repair, renovation, and roof replacement costs for the Alcorn County Courthouse.

Creates a special "2021 Alcorn County Land and Building Purchase Fund" within the State Treasury to receive bond proceeds and disburse funds for the courthouse project.

Grants the State Bond Commission authority to determine bond terms including interest rates (not exceeding statutory limits), maturity dates (up to 25 years), and sale method.

Requires bond proceeds to be used solely for courthouse project costs and incident expenses; any remaining funds after project completion must be applied to debt service on the bonds.

Prohibits bond issuance after July 1, 2025, and pledges the full faith and credit of the State of Mississippi to guarantee principal and interest payments.
