Appropriates $5,609,821 from the Capital Expense Fund to the Institutions of Higher Learning – Office of Student Financial Aid for Mississippi Tuition Assistance Grant, Eminent Scholars Grant, and Higher Education Legislative Plan Grant.

Appropriates $500,000 to the Institutions of Higher Learning – Office of Student Financial Aid for the same three grant programs.

Appropriates $4,000,000 from the Capital Expense Fund to the Department of Finance and Administration for improvements to the Mississippi Law Enforcement Officers' Training Academy.

Appropriates $1,522,743 from the Capital Expense Fund and $1,500,000 from Department of Public Safety funds to the Department of Public Safety for Highway Patrol Trooper School operations.

Appropriates $3,064,417 to the Mississippi Department of Education for Vocational and Technical Education, $180,963 to the Office of the Attorney General for legal assistance and court fees, $315,700 to the State Fire Academy for workforce development, and $2,300,000 to the Mississippi Insurance Department for rural fire truck acquisition assistance.
