Revises Medicaid reimbursement calculation for durable medical equipment (DME) and medical supplies to use the lesser of provider's usual and customary charge or a fee from a statewide uniform fee schedule updated annually on January 1.

Establishes the statewide uniform fee schedule for DME reimbursement using 100% of the Medicare Durable Medical Equipment, Prosthetics, Orthotics and Supplies (DMEPOS) Rural Fee Schedule in effect on January 1 of each year.

Exempts DME and medical supplies from the 5% across-the-board reduction in Medicaid provider reimbursement rates otherwise required under the law.

Requires precertification of DME and medical supplies as determined by the Division of Medicaid and maintains surety bond requirements for DME providers as established by the Balanced Budget Act of 1997.
