Expands Medicaid eligibility to include individuals under 65 years old who are not pregnant, not enrolled in Medicare, and have income not exceeding 133% of the federal poverty level.

Eligible individuals under the new category receive benchmark coverage or benchmark equivalent coverage as defined in the federal Social Security Act.

Division of Medicaid must determine eligibility for individuals covered under this expansion.

Effective date is July 1, 2021.
