Removes the State Fire Marshal and State Fire Academy from the list of agencies required to be funded through appropriations from the State General Fund under the Mississippi Budget Transparency and Simplification Act

Deletes provisions requiring expenses of the State Fire Marshal and State Fire Academy to be deposited into and drawn from the State General Fund, allowing them to return to dedicated funding sources

Maintains the existing 0.5% tax on fire insurance premiums collected from insurance companies to fund the State Fire Academy through a separate State Fire Academy Fund

Updates statutory references from "State Tax Commission" to "Department of Revenue" for tax collection purposes
