Authorizes the Department of Finance and Administration, Office of Surplus Property to administer the federal donation program through the General Services Administration.

Permits the department to collect fees and assessments from entities receiving surplus property to establish and maintain a revolving fund for program operations.

Limits the revolving fund to a maximum of $1,000,000 above four months of operating expenses for the Department of Finance and Administration.

Allows the department to expend up to $250,000 per fiscal year from the revolving fund for acquiring, transporting, warehousing, distributing property, and covering operational expenses including salaries and supplies.
