Directs the Governor and Division of Medicaid to negotiate with the federal Centers for Medicare and Medicaid Services for a Section 1115 waiver to expand Medicaid coverage to adults ages 19-64 with incomes up to 138% of the Federal Poverty Level

Requires coverage through private market Qualified Health Plans (QHPs) rather than traditional Medicaid, with enrollees choosing between at least two silver-level marketplace plans

Creates the Mississippi Healthy Living Account, a health savings account for enrollees with incomes between 50-138% of FPL, with quarterly contributions used to pay copays and cost-sharing requirements capped at 2-5% of income

Automatically terminates the program if the federal contribution rate falls below 90%, and prohibits denying eligibility, enrollment, or services for failure to pay premiums or copays

Adds individuals eligible under the Section 1115 waiver as a new category of Medicaid recipients under Mississippi Code Section 43-13-115, effective July 1, 2021
