Authorizes the State Bond Commission to issue general obligation bonds up to $1,500,000 to assist Holmes County in paying costs for repair and renovation of the Holmes County Courthouse.

Creates a special fund called the "2021 Holmes County Courthouse Repair and Renovation Improvements Fund" within the State Treasury to receive bond proceeds and disburse them for courthouse project costs.

Bonds may be issued at any time until July 1, 2025, with a maturity not to exceed 25 years from the date of issue and interest rates not exceeding limits in Mississippi Code Section 75-17-101.

Any remaining funds after project completion are to be applied to pay debt service on the issued bonds, with investment earnings on fund amounts also used for debt service.

Bonds are full general obligations of Mississippi backed by the state's full faith and credit, with income from the bonds exempt from state taxation.
