Authorizes issuance of up to $250,000 in state general obligation bonds to assist Holmes County, Mississippi with constructing a park and purchasing real property for the park in Supervisors District 3

Creates the "2021 Holmes County Park Construction Fund" within the State Treasury to hold and disburse bond proceeds, with the Department of Finance and Administration controlling disbursements

Bonds must be issued before July 1, 2025, and mature within 25 years from the date of issue

Bonds are backed by the full faith and credit of Mississippi and are exempt from all state taxation

Any remaining funds after project completion, abandonment, or inability to complete in a timely manner must be applied to debt service on the bonds
