Creates the Mississippi Skill Standards Board as an advisory board to the Governor, Legislature, and state workforce development system for developing industry-recognized skill standards and credentials for skilled occupations requiring less than a baccalaureate degree

Board consists of 13 Governor-appointed members: 8 business representatives (including 2 from small businesses with fewer than 50 employees), 2 worker representatives, and 3 education representatives (secondary, two-year, and four-year postsecondary)

Board duties include validating national skill standards, developing certification procedures for industries lacking standards, reviewing standards from other states and nations, and promoting credential use among employers

Board members serve terms concurrent with the Governor, receive no compensation but are entitled to mileage and expense reimbursement, and must meet at least quarterly

Mississippi Community College Board provides staff support, and the board must submit periodic reports to the Governor and annual reports to the Governor, Legislature, and Community College Board
