Establishes the "Mississippi All-Terrain/Off-Road Vehicle Numbering Act" requiring all ATVs/ORVs operated on public lands in Mississippi to obtain a certificate of number from the Department of Wildlife, Fisheries and Parks.

Allows voluntary numbering of any ATV/ORV owned and operated within Mississippi, with limited exemptions for foreign vehicles, government vehicles, racing vehicles, and out-of-state vehicles present for less than 60 days.

Requires ATV/ORV owners to apply for certificates within 10 days of acquisition and provide detailed ownership information including manufacturer details, serial numbers, and proof of tax payment.

Authorizes the commission to set and collect fees not exceeding $10.00 per certificate, with all revenues deposited in the Fisheries and Wildlife Fund to cover administrative costs and law enforcement operations.

Establishes penalties for altering, mutilating, removing, or defacing assigned numbers, classified as a Class I violation, and allows certificate cancellation for fraud or false certifications.
