Allows certified law enforcement officers employed by counties or municipalities to wear official uniforms and use official firearms, vehicles, and equipment while performing voluntary disaster relief during off-duty hours in Mississippi or other states.

Requires municipal governing authorities to approve such use by individual officers through a formal action recorded in board minutes and approved by the chief executive.

Requires county sheriffs to approve such use by deputy sheriffs on an employee-by-employee basis rather than by general order.

Makes all applications, approvals, and related minutes public records.

Takes effect upon passage.
