Adds tribal identification cards as acceptable proof of identity for concealed carry license applications, hunting/fishing license residency verification, lottery ticket purchases, alcohol purchases, pawnshop transactions, precious metal sales, and scrap metal sales

Includes tribal identification card numbers in security breach notification requirements and definitions of personal information protected under computer crime and identity theft statutes

Recognizes tribal identification cards as valid documentation for marriage license age verification, UCC financing statement filings, and as a factor in child abduction risk assessments
