Extends the pecan harvesting season from October 1-December 31 to September 1-January 31, during which pecans falling onto public rights-of-way remain the property of the tree owner

Upgrades penalties for illegally taking pecans from a misdemeanor (max $100 fine and/or 30 days jail) to larceny charges under petty larceny or grand larceny statutes depending on value

Requires courts to order restitution to pecan tree owners at current replacement value for any pecans illegally harvested

Maintains that pecans remaining on public rights-of-way outside the harvesting season are considered abandoned and may be legally collected by anyone

Effective date of July 1, 2021
