Brings forward existing Mississippi bail procedure statutes (Sections 21-23-8, 99-5-9, and 99-5-11) for purposes of potential amendment without making substantive changes to the law

Reaffirms that bail's purpose is to guarantee court appearance, with bonds forfeited only for failure to appear; requires clerks to notify sureties within 10 working days of forfeiture

Allows 90-day period for judgment nisi to be set aside if defendant appears, is arrested, or surety demonstrates mitigating circumstances (incarceration elsewhere, hospitalization, drug rehab, witness protection)

Permits misdemeanants to be released on own recognizance unless on probation/parole, have pending charges, history of nonappearance, pose danger to community, or are unlikely to appear

Contains conflicting effective date provisions stating the act takes effect July 1, 2021, but also stands repealed on June 30, 2021
