Amends Section 37-3-5 of the Mississippi Code to authorize the State Department of Education to receive contributions, donations, gifts, bequests of money, financial assistance, property, equipment, materials, or manpower from public or private sources.

Requires the department to expend or use received contributions in accordance with conditions prescribed by the donor, provided those conditions are not contrary to law.

Prohibits the department from accepting contributions that are subject to conditions contrary to any provision of law.

Effective July 1, 2021.
