Expands definitions to include new terms such as "blanket travel insurance," "cancellation fee waiver," "travel assistance services," and "travel protection plans," while clarifying that travel assistance services and cancellation fee waivers are not insurance

Establishes 13 categories of "eligible groups" that can purchase group or blanket travel insurance, including tour operators, schools, employers, religious organizations, and financial institutions

Requires travel insurers to pay premium tax based on the residence of the policyholder or certificate holder, and to report only amounts allocable to travel insurance (excluding travel assistance services and cancellation fee waivers)

Prohibits negative option or opt-out sales practices that would require consumers to take action to deselect coverage, and requires a 10-15 day cancellation period with full refund for travel protection plans
