Expands eligibility for certificates of rehabilitation to include persons convicted of federal crimes or felonies in other states, in addition to those convicted under Mississippi law.

Allows out-of-state and federal crime convictees to apply for a certificate in either the court where convicted or their court of residence.

Requires applicants convicted out of state or of federal crimes to submit certified copies of their judgment and proof of sentence completion with their petition.

A certificate of rehabilitation relieves a person of the prohibition on possessing firearms and weapons, provided the court finds the applicant has been rehabilitated and poses no danger to public safety.

Effective July 1, 2021.
