Adds definition of "bonafide proof of ownership" to the Mississippi Pawnshop Act, including documents such as bills of sale, receipts of purchase, certificates of title, and warehouse receipts

Requires pledgors or sellers to provide bonafide proof of ownership verifying they are the rightful owner of goods being pawned or sold, replacing the previous requirement to simply sign a statement

Clarifies that pawnbroker transaction records provided to law enforcement must include complete information as specified under Section 75-67-305

Maintains existing requirements for pawnbrokers to provide records electronically within 72 hours if law enforcement supplies appropriate software

Effective date of July 1, 2021
