Authorizes issuance of up to $63 million in state general obligation bonds to fund construction, furnishing, and equipping of a new Department of Public Safety headquarters building in Rankin County, Mississippi, adjacent to the Mississippi Crime Laboratory and State Medical Examiner offices

Limits bond issuance to no more than $27.5 million in any single fiscal year, with all bonds to be issued before July 1, 2025

Creates the "2021-2023 Department of Public Safety Headquarters Building Construction Fund" as a special fund within the State Treasury to hold bond proceeds

Bonds carry a maximum maturity of 25 years and are backed by the full faith and credit of the State of Mississippi

Bonds and income from bonds are exempt from all Mississippi state taxation and qualify as legal investments for trustees, fiduciaries, savings banks, trust companies, and insurance companies
