Authorizes issuance of up to $7,000,000 in state general obligation bonds to fund construction of a multi-user aerostrip and related facilities at Stennis International Airport in Hancock County, Mississippi

Creates the "2021 Stennis International Airport Aerostrip Construction Fund" within the State Treasury to receive and disburse bond proceeds, with funds managed by the Department of Finance and Administration

Bonds must be issued before July 1, 2025, and shall mature within 25 years from the date of issue

Bonds are backed by the full faith and credit of the State of Mississippi, and both the bonds and income from them are exempt from all state taxation

State Bond Commission serves as issuing agent with authority to determine bond terms, sale method, and timing of issuance
