Requires chronic wasting disease (CWD) testing of white-tailed deer harvested within high-fenced enclosures, with mandatory sample submission of at least one deer per 200 acres annually

Enclosure owners must also submit samples from deer that die from non-hunting causes inside the enclosure, which count toward the total required samples

Prohibits the Commission on Wildlife, Fisheries and Parks from declaring a CWD Management Zone on properties within a 5-mile radius of an infected enclosure until CWD is positively detected on those surrounding properties

Removes authority for wildlife personnel to depopulate deer within enclosures where CWD is diagnosed, instead requiring the commission to work with owners to determine containment solutions

Establishes fines of $500 for first violations and $1,000 for subsequent violations of sample submission requirements
