Authorizes issuance of up to $1,000,000 in state general obligation bonds to help the City of Jackson acquire, remove, and demolish dilapidated and blighted properties

Targets properties located near state grounds and lands, as well as properties within or near the Farish Street Historic District

Creates the "2021 City of Jackson Dilapidated and Blighted Properties Improvements Fund" in the State Treasury to hold and disburse bond proceeds

Bonds must be issued before July 1, 2025, with a maximum maturity of 25 years from date of issue

Bonds and income from them are exempt from all Mississippi state taxation and are backed by the full faith and credit of the state
