Increases the number of circuit judges in the Seventh Circuit Court District (Hinds County) from four to five judges.

Changes subdistrict boundaries to align with Hinds County Supervisor Districts 1-5 instead of using precinct-based definitions.

Adds a new Subdistrict 7-5 with boundaries matching Hinds County Supervisor District 5.

Requires one circuit judge to be elected from each of the five subdistricts.

Effective date is July 1, 2021.
