Creates new Section 23-15-152 requiring county registrars to remove voters from the Statewide Elections Management System who fail to respond to a confirmation notice AND vote at least once within four consecutive years (including two general federal elections), or update registration information AND vote at least once within the same four-year period.

Defines "confirmation notice" as certified mail sent by election commissioners to confirm a registered elector's current address, complying with the National Voter Registration Act of 1993.

Prohibits removal of voter registration records during the 90 days immediately preceding a federal primary or general election.

Requires county registrars to retain removed voter registration records for at least two federal general elections and document the reason for removal.

Amends Sections 23-15-125 and 23-15-153 to include failure to respond to confirmation notice or update registration and vote as grounds for voter removal, effective July 1, 2021.
