Removes the limit on the number of special motor vehicle license plates and windshield placards that may be issued to a person with a disability that limits or impairs the ability to walk, allowing issuance for any vehicle registered in the applicant's name instead of the previous limit of two vehicles.

Changes physician certification requirements for renewal of special license plates and windshield placards from annual to biennial basis effective July 1, 2021, with the biennial period commencing either on the initial issuance date or first renewal date on or after July 1, 2021.

Permits persons with personalized motor vehicle license tags issued under Section 27-19-48 who also have a disability limiting or impairing the ability to walk to obtain a special decal bearing the International Symbol of Access, with biennial physician certification required for renewal.

Expands parking enforcement provisions to include vehicles displaying the new special decal for personalized license tags as valid disability parking identification.

Takes effect July 1, 2021.
