Authorizes issuance of up to $4,000,000 in state general obligation bonds to assist the City of Holly Springs, Mississippi, with construction, furnishing, and equipping of a wellness and aquatics center and related facilities

Creates the "2021 City of Holly Springs Wellness and Aquatics Center Construction Fund" within the State Treasury to hold bond proceeds, with the Department of Finance and Administration controlling disbursements

Bonds may mature up to 25 years from date of issue and must be issued before July 1, 2025

Bonds and income from them are exempt from all Mississippi state taxation and are backed by the full faith and credit of the State of Mississippi

Any unexpended funds remaining after project completion, abandonment, or inability to complete in a timely manner shall be applied to pay debt service on the bonds
