Authorizes issuance of up to $600,000 in state general obligation bonds to assist Holly Springs, Mississippi with repair, renovation, and restoration of the former Holly Springs Water and Light Plant building

Converted building will serve as a welcome center and/or museum with related facilities

Creates the "2021 City of Holly Springs Water and Light Plant Building Repair and Renovation Fund" within the State Treasury to hold bond proceeds

Bonds must be issued before July 1, 2025, and must mature within 25 years from date of issue

Bonds are tax-exempt in Mississippi and backed by the full faith and credit of the state
