Makes violation of the left-lane cell phone prohibition a misdemeanor, punishable the same as other traffic violations under Section 63-9-11

Maintains existing prohibition on texting, sending messages, or accessing social networking sites while driving, which remains a civil violation with a $100 fine

Defines "hand-held mobile telephone" as a mobile phone or portable electronic device requiring at least one hand to operate, excluding voice-operated or hands-free devices

Effective date of July 1, 2021
