Prohibits municipal governing authorities from regulating medical facilities, hospitals, clinics, or other health care facilities in ways that restrict free speech or other fundamental rights in the immediate vicinity of those facilities, unless specifically authorized by state law

Adds this restriction to the existing list of actions municipalities cannot take under their home rule authority without prior legislative approval

Maintains existing limitations on municipal authority including prohibitions on levying new taxes, issuing bonds, changing election procedures, altering annexation processes, permitting alcohol sales, and regulating private residential rent

Requires aldermen and councilmen to post bonds ranging from $50,000 to $100,000 depending on municipality size and tax collections before taking office
