• Establishes automatic parole release without hearing for eligible inmates who meet case plan requirements, have no serious violations in past 6 months, lack victim hearing requests, and have approved discharge plans.

• Creates discharge planning requirements for inmates within 90 days of release, including assistance with transportation, housing, employment, identification documents, health care, and community support services.

• Authorizes contracting with county facilities and regional correctional facilities to house state offenders, with payments up to $31.00 per day plus inflation adjustments.

• Extends regulations covering parole revocation, probation violation procedures, technical violation centers, intervention courts, pretrial diversion programs, and post-conviction relief processes.
