Establishes a grant program administered by the Department of Public Safety to assist municipalities with populations of 5,000 or fewer in acquiring and installing security cameras and surveillance equipment.

Creates the "Small Municipalities Security Cameras and Equipment Fund" in the state treasury, with grants capped at 75% of project costs and limited to $30,000 per municipality per calendar year.

Authorizes issuance of $5,000,000 in state general obligation bonds to fund the grant program, with all bonds to be issued by July 1, 2025, and maturing within 25 years.

Bonds are general obligations of Mississippi backed by full faith and credit of the state, exempt from state taxation, and usable as legal investments by trustees, insurance companies, and public entities.

Takes effect July 1, 2021.
