Creates the "Empowering Reentry Through Licensing Act" establishing a 6-month provisional driver's license for individuals released from Mississippi Department of Corrections facilities who served at least 1 year and whose license was suspended, revoked, or cancelled

Provisional license allows travel to/from employment, school, childcare, probation/parole meetings, authorized locations, and religious services only

Department of Public Safety must issue provisional licenses at no fee and defer payment of all fees, penalties, and charges incurred before or during incarceration

Disqualifies individuals convicted of vehicular homicide, three or more DUI offenses, or those with license issues under the Driver License Compact from obtaining a provisional license

Requires Mississippi Department of Corrections to identify eligible persons, provide driver's license status information to inmates upon admission, and ensure offenders receive either a provisional license, regular license, or state ID upon release (effective July 1, 2021)
