Creates a special Civil Legal Assistance Fund in the State Treasury administered by the Mississippi Supreme Court through the Administrative Office of Courts.

Requires each circuit and chancery court to remit $15.00 from monies collected in criminal and civil actions to the Civil Legal Assistance Fund for allocation to the Mississippi Center for Legal Services.

Allocates fund monies only to organizations providing legal services to low-income Mississippians, following Legal Services Corporation guidelines and eligibility standards.

Distributes appropriated funds to eligible legal services programs based on the percentage of poverty population in their service areas using the Legal Services Corporation formula.

Takes effect July 1, 2021.
