Redefines "deficient bridge" eligibility for the Local System Bridge Replacement and Rehabilitation Program from a sufficiency rating of 50 or less to bridges with a condition rating of "fair or less" for deck, superstructure, or substructure under National Bridge Inspection Standards

Changes the fund allocation formula for new deposits after July 1, 2021: one-half based on the county's proportion of total local system bridges statewide, and one-half based on the county's proportion of total square footage of bridge deck area statewide

Requires counties and municipalities to perform National Bridge Inspection Standard (NBIS) compliant inspections on bridges replaced or repaired under the program

Allows counties with no deficient bridges (or all deficient bridges under contract) to use allocated funds for maintenance of other drainage structures, the Local System Road Program, or matching federal funds for state aid roads

Authorizes forfeiture of allocated funds if a county fails to expend money for two successive fiscal years, with 90-day written notice required and potential 12-month extension for good cause
