Makes public hearings discretionary (rather than mandatory) for the Mississippi Transportation Commission when reviewing applications for certificates of public convenience and necessity and permits for motor carriers.

Requires the Commission to notify applicants of denial by certified mail and provide a hearing within 20 days to reconsider, with a final decision within 10 days of that hearing.

Establishes strict liability for all carriers of household goods (both common and contract carriers) for loss or damage to goods transported.

Repeals eight sections of Mississippi Code regulating common and contract carrier rates, tariffs, classifications, and rate change procedures for passenger transportation.

Takes effect July 1, 2021.
