Directs Secretary of State to compare the Statewide Elections Management System with state identification databases and federal/state agencies to identify non-citizens registered to vote.

Requires registrars to notify voters flagged by the system and give them 30 days to provide proof of citizenship, including birth certificates, U.S. passports, naturalization documentation, or documents under the Immigration Reform and Control Act of 1986.

Purges voters from the system if they fail to provide citizenship proof within 30 days; allows appeals to county election boards for additional consideration.

Amends Section 23-15-165 to add notification requirement when evidence exists that a registered voter may not be a U.S. citizen.

Repeals Section 23-15-15 which previously required naturalized citizens to present certified naturalization documents to register or vote.
