Allows Mississippi Legislature committees or individual members to inspect youth court records, Child Protection Services records, reports, investigations, and trial transcripts related to a child upon written consent from the child's parent, guardian, or custodian

Establishes a standardized release form that parents/guardians must complete, including personal information, description of the issue, and signature authorizing disclosure to the Legislature

Requires that information disclosed to legislators be kept confidential from third parties who are not members of the Legislature or the relevant committee

Amends Section 43-21-261 of the Mississippi Code of 1972, which governs confidentiality of children's records in youth court proceedings

Effective date of July 1, 2021
